multipart/form-data & php blocked because of tmp folder authorizations

I am a sfr personal website user, and my website www.3elements.c.la would need the users to upload pictures. Unfortunately I think the ftp system of sfr blocks the php file upload when trying to get the file from tmp folder to assigned folder. I am wondering if throught assigning authorization on netftp I could find a solution ...?
